Summary: Snow and ice are not static

Melkor had intended the changing of water and air to frozen stasis, but the joke was on him, for snow and ice were not static, and served to shape and enrich the world even as rain and other forms of use.

They were not safe by any means. Certainly the Lossoth people knew the danger water in any form might contain; the Exiles who crossed the Helcaraxë; those who lived in Himring the Ever-Cold or took the high passes of the Hithaeglir. But for all the danger, the result of Melkor's malice manifest in ice, it could be astonishingly beautiful.
