It's confusing.

First there's Lion showing him the sword, then all the weird whispery memory bits that Steven can't quite make sense of once he shakes them off.

Connie says the sword is haunting him because he has a destiny. But Steven's already a Crystal Gem, he doesn't need another cosmic purpose, and really, it's tough enough being a kid.

Finding out it's his mom's sword doesn't make any more sense of it. Rose Quartz had a destiny, too, and it had nothing to do with 'the honor of Grayskull.'

The first time Steven turns into She-Ra... really complicates things.
