It has been a Long Interval without the Thread, so long that the people who were once grateful to the dragonriders are now disrespectful, believing that the Red Star will not return and the dragonriders are no longer needed. The Weyrs are now woefully underprepared for the next Pass, lacking enough food and supplies to fight back when the Thread finally falls. Throughout this next Pass, fear and desperation will run their course, affecting all aspects of the Pernese way of life, and they will only have themselves to blame.

Not when they have all the history of threadfall, all the songs teaching them about it. It's been a while since I read the series, although I re-read Dragonsinger a couple of years ago, (they're all still on my bookshelves) but I remember thinking how short-sighted those in charge of the holds were in dismissing thread as a problem of the past, something that couldn't possibly happen in the present.
