Oh, I'm sure the Peter registered a complaint with Interpol - through Hughes or whoever at the FBI. Because like he told Neal, $500K extra funding for Interpol was the price of Costa's life - ridiculous! The FBI can complain about the bribing and manipulating of a confidential informant without going into specifics - anyone would understand the need to keep confidential stuff about CIs under wraps. CIs stop being useful (for Interpol or anyone else) if too much about them gets around.
But in any case, complaint or no, prolly doesn't affect anything in the big picture. Just poor Mrs Costa D: D: D:

Maybe she has been acting as a CI - see, dang it, now there's another whole series: how BAMF!CI!Kate helps the FBI solve crimes while trying to shut down Fowler/Adler's threats and protect Neal from them AND figure out how to free herself and Neal from all this bullshit once and for all...
